To Wen Chi: CCTVs CANNOT be placed in private property (ie. shopping malls, condos) by the government. By a CCTV network, it means on every alley and street (say, Orchard Street), will be looked on. No one is allowed to place objects in private property. For example, what if I placed a surveillance cam in your house. You can court me. The government cannot break the law- unless you are in North Korea (Daryl, this is sarcastic.).
