To Wen Chi:
CCTVs CANNOT be placed in private property (ie. shopping malls, condos) by the government. By a CCTV network, it means on every alley and street (say, Orchard Street), will be looked on. No one is allowed to place objects in private property. For example, what if I placed a surveillance cam in your house. You can court me. The government cannot break the law- unless you are in North Korea (Daryl, this is sarcastic.). However, they can taylor the law to their needs, like what the US government Obama (again, sarcasm) warned AIG execs they would make a law which ban that type of bonus payoff.
